The action takes place in the 30th of XX century. On one of the islands, protected by people from The People's Commissariat for Internal Affairs, the spy Fedor Burov arrives. He arranges a fire, and runs away in the sea. Eventually the Japanese soldiers get hold of him. But the Japanese have managed to land their troops on the island. The battle begins.
