Beginning of the 1920s in the USSR. Commissar Glazkov and Alyosha, his clerk, are sent to Chukchi Peninsula in order to begin the establishment the Soviet authority in this distant region. But Glazkov dies during the trip and young Alyosha takes all the responsibility for himself. Now he is responsible for making Chukchi Peninsula a part of a full-grown Soviet state.
