Jack Stone is a police officer, but he robs banks on purpose to get into prison, where a notorious and dangerous prisoner of Russian descent is serving time. Balam runs the local law enforcement and is king behind bars. Few people have access to the part where he is incarcerated, but the hero has already gotten quite close so he can avenge the deaths of his family members.
