Rocko, a young kangaroo, emigrates from Australia to America, where he settles in the town of O-Town and experiences numerous adventures and challenges. His best friend is Heffer Wolfe, a steer raised by wolves. Rocko is also surrounded by other characters, such as the emotional turtle Filburt and Ed Bighead, a grumpy toad who dislikes Rocko.
