It is a short comedy story about an ability to create shortage anywhere. One of a district centers in the USSR is in a real trouble – there are no ropes in the shops. There is nothing to use to tie a calf, a well bucket, and things to dry. And superiors and manufacturers actually think about ropes. But they unweave think ropes to make thin ones and then, escaping the places of sales, deliver it to workshops where they make think ropes again. And vice versa.
