The film is based on the story of Gogol's play "Auditor". Small Russian town officials were alarmed in an earnest way. According to all the rumors an auditor goes to them, and any defect can cost anyone's positions, and even the head. Frightened bureaucrats take quite a stranger for the auditor, trying to please him in every way.
