The action takes place in the early 1990s in Boston, mired in crime, corruption and racism. One day, a new black district attorney from Brooklyn named Decourcy Ward appears in the city, who intends to change the existing order no matter what. The hero is forced to make a dubious alliance with the corrupt but respected FBI veteran Jackie Rohr. Ward hopes with his help to get on the trail of a dangerous gang of cash-in-transit guard's car robbers. Soon their collaboration is forever changing the criminal justice system in Boston.
