He was born in Missouri. In his flashbacks, he recalls that as a young man he joined the U.S. Army and was assigned to the Delta Force. His father was Richard Webb, a senior CIA analyst in the creation of the Treadstone program, a secret project to train elite assassins.

Jason Bourne is one of many aliases used by David Webb, a professional intelligence officer, Marine captain, Foreign Service officer, and a specialist in Far Eastern affairs.
