Action of "Poperechnaya Street" takes place on the outskirts of Riga in 1988, at a time when Latvia began the struggle for national independence. The quiet Poperechnaya Street still lives in a vague idea about the future. Each of the characters - a taxi driver Julis, a seriously ill Tolik, a young mother Dajga, and others - clearly feel the problems created by the growing totalitarian regime. In the film, nothing is announced, just the everyday life of the residents is observed within a year and their fates are discussed. The drama is based on the clash of characters. However, personal conflicts of the characters do not prevent them from experiencing strange romantic feeling of unity created by the great times of hope and faith in a better life.
