An amusing story of a fictional country. Power in it belonged to officials whose unit has grown to unimaginable sizes and gradually drowned its people in the depths of stupid laws. Only farmers, who unwillingly had to soberly judge the work on the farm, remained as an island of sanity. The cartoon satirizes many aspects of life in the former Soviet Union.
