The 1930s in the USSR. There is collectivization and Davydov, a young worker from Leningrad, is sent to one of the Cossack farms to organize a kolkhoz there. Local peasants resist the process there because of the mistakes of Nagulnov, a local functionary. Davydov uses softer methods and eventually reaches mutual understanding with the local people.
